According to well known Galaxy S developer supercurio via a s pecial source this could be likely. This means despite the controversy that surrounds Samsung, the future devices offered could be even more developer friendly. As mentioned in the tweet above the only thing that would prohibit Samsung from offering an open bootloader would be a request from google themselves, which isn’t likely to happen. Although with the recent Honeycomb lockdown who knows. In regards to this supercurio’s source also said:
Tablets projects are still young, I don’t know about the bootloader plans for those devices.
More or less confirming that stating what was mentioned above, stating that Google’s future plans are hazy at best. From past experience and the recent release of the XOOM, which has an unlocked bootloader, it’s unlikely that anything would change. ThijsKoot over at AndroidGuys asked supercurio about the reliability of this source in which he got this reply:
@ThijsKoot I am as confident as I can be without testing it by myself. I cannot tell otherwise for me this kind source have always been true.
At the moment these are just rumors and should not be taken as fact. However, with Samsung’s recent delivery of source codes for the unreleased Droid Charge and the long anticipated Fascinate update, this could further mark a change in the behavior everyone has associated with them. Who do you think?

It doesn’t matter what Samsung plans on (for the US anyway). The carriers here may pass on it if unlocked, time will tell.
Holly crap Samsung just got my attention

Locked bootloaders are more due to carriers and OEMs than Google. I don’t think Google give a flying f’ if the bootloader is locked or not.
Definitely would be a plus for Samsung to have unlocked bootloaders. . . but I don’t know if the carriers will let them. If they do it then can give the US quick updates by just leaking the ROM and sidestepping the f’n carriers.
Just like when i purchased the nexus one, I would be happy to pass on the carrier and pay full price for another open phone. BTW is any one else having problems with T Mobile lately?
Tmo is still 100% in my book as long as I deal in store. I don’t like the over-the-phone customer service. Signal is good and quality is good. Still beats the hell out of Verizon!
It will definitely do away with boot loaders!!..
